STATUTES FOR SÁMI LÁVDI /THE SAMI ASSOCIATION FOR PERFORMING ARTS
§ I NAME
The organisation’s name is Sámi Lávdi, the Sami Association of Performing Arts
§ II PURPOSE
- Sámi Lávdi (SL)shall safeguard and promote artistic, professional and cultural policy interests for its members.
- SL shall work for the interests of its members in terms of grant schemes from the Sami Parliaments, the Sami Council, the Nordic Council and other relevant schemes.
- SL shall promote oral traditons, their practise and dissemination within Sami and indigenous performance expressions
- SL shall cooperate with Sami and other indigenous artists’ organisations.
§ III MEMBERSHIP
- Membership can be applied for by anyone who works professionally with Sami performing arts and/or has relevant education. Implicitly, this means that members of SL work professionally as actors, dancers, choreographers, playwrights, scenographers, costume designers, lighting designers, theatre musicians/composers, technicians and directors.
- Students taking relevant higher education within the performing arts may apply for student membership. Student membership is to be understood as an aspirant membership where the member has the right to speak and make proposals at the annual meeting but does not have voting rights and is not eligible for office. Students pay half the membership fee.
- Applications for membership are processed by the board.
- Applicants may appeal against an application refusal for membership to the annual meeting
- Only individuals may become members of SL
- SL may appoint honorary members.
- Members have the right to speak, to propose, to vote and may be elected to office in and for Sámi Lávdi
§ IV TERMINATION OF MEMBERSHIP
Membership ends on active withdrawal or when membership is not paid after reminders the previous last year.
§ V THE ANNUAL MEETING
- The annual meeting is Sámi Lávdi’s supreme body. The annual meeting is held by the end of June each year.
- The Sami Artist Council (SDR) assists with the planning and implementation of the annual meeting in cooperation with the board.
- SDR engages an interpreter for the annual meeting. This is charged to Sámi Lávdi’s accounts.
- Written notice of the annual meeting is sent at least 5 weeks beforehand.
- The following documents shall be submitted 2 weeks before the annual meeting: the annual report, the accounts, the budget, the action plan and any incoming cases.
- The annual meeting deals with the following matters:
a) annual report
b) accounts
c) budget
d) action plan
e) membership fee
f) election:
–chairman, board members and deputies
– representatives of the Sami Parliament’s scholarship board and academic committee
– propose a representative to Dáiddafoanda
– propose a representative to SDR’s negotiation committee
– propose a representative to Sámikopiija’s board
– a representative to Sámikopiija’s annual meetingi
– a representative to Sámikopiija’s negotiation committee
– propose a representative to the Sami Council’s culture committee i
– election committee
– other elections
g) Propose a representative to the board of Giron Sámi Teáhter - Members who have not paid a membership fee do not have the right to vote at the annual (the membership fee can be paid at the annual meeting if membership is granted)
- Members who cannot attend the annual meeting may authorize another member. No member can have more than 3 powers of attorney.
- Matters that members wish to raise at the annual meeting shall be submitted to the board at least 3 weeks before ore the annual meeting
- An extraordinary annual meeting shall be held if 2/3 of the members or the board demands it. Notification must be sent at least 2 weeks before the meeting.
§ VI ANNUAL SUBSCRIPTION
The annual meeting determines the membership fee.
§ VII THE BOARD
- The board is Sámi Lávdis’ executive body, excluding matters considered by the annual meeting
- The board consists of the chairman, 3 members and 2 deputies. A total of 4 members and 2 deputies.
- The annual meeting elects the chairman and the board also constitutes itself.
- The chairman and/or deputy chairman are signatories for the organisation
- The board may appoint and give a mandate to working committees consisting of willing members .
- Board members and deputies are elected for 2 years.
§ IIX MEMBERSHIP IN SAMI ARTIST COUNCIL (SDR)
SDR is the umbrella organisation for Sami artist associations. Sámi Lávdi is represented by the chairman, or deputy for the chairman, in the SDR’s leadership forum. Their period of office in the leadership forum follows the election period in Sámi Lávdi. In the event of changes or withdrawals during the period, the incumbent board of Sámi Lávdi may constitute representatives until the annual meeting is held.
§ IX ACCOUNTS
The board of Sámi Lávdi has overall responsibility for SL’s finances for ensuring that accounts are kept in accordance with current accounting rules and audits are carried out by the registered auditor. As secretariat for all artist organisations, SDR has the day-to-day responsibility for implementing the above.
§ X AMENDMENTS TO THE STATUTES OF ASSOCIATION
Amendments to the statutes of association can only take place if 2/3 of the annual meeting approves the proposed amendment. The amendment to the statutes of association shall be given in notification of the annual meeting.
